The Mayor of Yeosu City Kwon OhBong has addressed a briefing in a broadcasting room of the City Hall in the afternoon on the 18th day and announced that the city will pay 250 thousand won for each person of COVID-19 Emergency Disaster Support to all citizens.
The Mayor Kwon said, "I have judged the first quarter of this year to be the most difficult time for all citizens, which will be the period before the innoculation of COVID-19 vaccine will start in full-scale since the great third pandemics of COVID-19 has continued while a large-scale investment for national industrial complex has been completed gradually at the beginning of the year."
Also, he explained about three reasons to pay the emergency disaster support saying, "We need to pay a tribute to the sacrifice of citizens who have actively participated in the prevention of epidemics while taking inconvenient life and business loss; and to keep the pride of citizens who believe Yeosu is the number one economic city of Jeonnam Province.
He expressed an appreciation to citizens who have supported the recovery from COVID-19 crisis such as participants in religious facilities, public transportations, social welfare centers, commercial and private indoor sports centers, entertainment facilities who have actively participated in the prevention of epidemics; especially senior citizens who have led ahead to restrain their children from visiting hometowns during Chuseok holidays; and workers at the industrial complexes and students for college entrance exam.
The payment of emergency disaster support by Yeosu City is 250 thousand won for each citizen with the scale of total about 72 billion one.
Targets for the payment will be citizens whose addresses are registered in Yeosu City and multi cultural families who have obtained alien registrations as of midnight in January 18, 2021.
The City of Yeosu will pay through prepaid card to activate the local economy and plan to use it until the end of August of this year. Except, considering the inconvenience of using the card, the city will pay cash for senior citizens of over 60 years old.
The Mayor Kwon said, "We will postpone planned project for roads and prepare the required revenue by utilizing and leveraging surplus revenue of special account and fund from the city." He revealed, “I will draw up a supplementary budget through consulting with the city council and proceed the payment as soon as possible through the procedure of card issuance."
The City of Yeosu plans to promote a donation campaign for the emergency disaster support and implement the additional support for those who have experienced relatively greater difficulties due to the restriction on gathering.
Although there is a difference by business type, the City of Yeosu has maintained the economic activity of stable level compared to other regions because a great number of labor power has entered the city thanks to the new large-scale expansion of national industrial complex and the number of tourists has maintained the level of 65% to the previous year.
However, the difficulty has been aggravated out of one long year of social distancing and restrain from going out. In fact, the local economy was maintained in a certain degree until November in the previous year, but the credit card sales went down to 10.5% and the number of tourists to 55.8% when the third pandemic began in the month of December compared to the economy in the previous year.
On the 16th day of the month, the government has announced a policy to extend the reinforced social distancing until the end of January. It seems that such judgment also has affected economic declination from which small business owners and citizens will suffer greatly because a policy of special pandemic prevention is expected to continue for two weeks until February 14 during the New Lunar Year Holidays.
The Mayor Kwon said, “Our city has well defended COVID-19 in a level of clean city although many tourists and industrial manpower move in our city”. He also mentioned, “I appreciate all our citizens who have actively participated in the prevention of COVID-19 with a spirit of mature citizen.”
He mentioned, "It will be possible to control when the innoculation of COVID-19 vaccine begin at the end of February" and "The New Lunar Year Festival arriving in 20 days will be the last crucial moment." He appealed, "In order to prevent the spread of COVID-19, I urgently ask all citizens to participate in the campaign to stop movement that restrains visiting to and fro hometown as implemented in the last Chuseok Holidays.”
He continued to plead, "Please do not lose hope and courage even under any difficulties." He said, "I hope that all our citizens will gather the strength and participate in the line of piled up issues of the year for the future of Yeosu such as the confirmation of a national plan for 2026 Yeosu World Island EXPO, the hosting of 28th General Conference for Climate Change Agreement in Korea, the enactment of Special Act on Yeosu-Suncheon Incident, the 10th Anniversary of EXPO in 2022, and the 100th Anniversary of Opening Yeosu Port in 2023
