- Discovered the life-oriented policy… ‘Pushing the promotion with a goal of 'Desirable Happy City'
Yeosu City has prepared a blueprint of population policy with 12 trillion won scale to respond to the local extirpation such as a low childbirth rate and a population outflow.
According to the City, a population policy committee was convened on the 13th day to establish 'Basic Five Years Master Plan for Population Policy (2024~2028)' presided by the deputy Mayor Choi Jeong-ki while 15 members attended in the situation room of the city hall.
Members have set the goal of population policy to improve the quality of life through △ Stabilized dwelling △ Stabilized economy △ Stabilized education and △ Stabilized living with a vision of 'Desirable happy city Yeosu where marriage, childbirth and rearing become the happy selection.'
For this purpose, the committee has established 4 major promotion strategies and selected 13 key promotion tasks such as 'The reinforcement of several bases for settlement and 'The creation of living-oriented environment' and 148 specific projects. Among these, there are 42 new projects of the year 2024 such as 'Unique Yeosu Young Adults Rental Housing'.
Total budget is 11 trillion 549.6 billion won with each finance contributed by 1 trillion 552.7 billion won national expenditures (13%), 537.2 billion won provincial expenditures (5%), 2 trillion 686.1 billion won municipal expenditures (23%) and other 6 trillion 773.5 billion won (59%) private investment.
Based on the basic plan established at this time, the City plans to promote the population policy catching up with the coexistence of work and household and the relief of burden on rearing and dwelling which are the basis of governmental policy.
Especially, rather than temporary cash support, in order to improve the conditions of bases for settlement, it is scheduled to discover the policies in the fields of dwelling, roads and traffics and secure the competitiveness to the neighboring local governments.
It is the strategy to minimize the outflow of population through ▲ the expansion of road network for workers' commuting for the industrial complex ▲ the development of housing sites to absorb floating population and retired people (Sojae, Jooklim and Yulchon districts) and ▲ the reconstruction of aged company housing in the industrial complex.
The deputy Mayor Choi Jeong-ki said, "The population of local cities has been continuously decreased nationwide. In Yeosu City, the proportion of old age population also has been increased to enter the super-aged society." He said, "Preparing the population policy compatible to Yeosu City, we will minimize the outflow of population and establish the policy for the inflow of the population of young people."
Meanwhile, in order to promote the population policy and to establish a collaboration network which match with the local situations, Yeosu City plans to launch an exclusive TF team in August to cope with the decreasing population and to accelerate the promotion of the policy where the heads of departments for core tasks such as urban planning, housing, roads and jobs will participate with the deputy Mayor as the director.
